Rotating Regional Primaries: A White Paper

The country is more diverse racially and ethnically than it was when the modern Presidential primary system was put in place. But it is also more diverse geographically and occupationally. A 21st-century primary system must reflect these changes to produce presidential nominees whose ideas and policy priorities reflect the American electorate. Both political parties need to switch to 5 or 6 regional primaries which would rotate order every four years. The increased urbanization of America would be reflected in the emphasis
