Rotating Regional Primaries: A White Paper

The country is more diverse racially and ethnically than it was when the modern Presidential primary system was put in place. But it is also more diverse geographically and occupationally. A 21st-century primary system must reflect these changes to produce presidential nominees whose ideas and policy priorities reflect the American electorate.
